C5 Overview

On July 1, 2014, the Consortium for Command, Control, and Communications in Cyberspace (C5) signed its first Other Transaction Agreement (OTA) with the Department of the Army through the U.S. Army Contracting Command, New Jersey (ACC-NJ). Located at Picatinny Arsenal, NJ, ACC-NJ is the recognized leader in the Department of Defense (DoD) for OTA administration. The OTA and Acquisition Liaison Office of the U.S. Army Armament Research, Development and Engineering Center (ARDEC), also at Picatinny, serves as C5’s Government sponsor. C5 signed and now operates under the terms of a new OTA with ACC-NJ, effective April 20, 2017. The new OTA is valid for 10 years with an estimated overall project award volume of $2 billion.

C5 offers a uniquely rapid, cost-effective, and collaborative acquisition vehicle for companies, nonprofits, and academic organizations seeking to do business with the Federal Government. As an alternative to the often complex Federal Acquisition Regulation, which may discourage non-traditional and small businesses from seeking to enter the Federal marketplace, C5 provides its members and eligible Federal agencies a flexible and user-friendly partnership path, linking buyers and sellers of innovation in the C4ISR space.

The mission of C5 is to speed development of technologies to improve U.S. Government capabilities required to sustain U.S. military supremacy in weapon systems information technologies.
